Expanding Affordable Housing in Delaware

Flats Phase IV & V – Wilmington, DE

In partnership with the Todmorden Foundation, construction is now underway on the fourth phase of The Flats in Wilmington.  This nearly $18 million dollar investment will bring an additional 52 affordable rental apartments for families to the west side neighborhood.  Originally built as workforce housing more than 100 years ago, Phase IV is part of a $100 million redevelopment plan to replace 430 obsolete rental homes in the area. 

We also have our eye on the horizon for Flats Phase V.  We recently received a HUD 202 award, which will allow us to provide 53 affordable apartments for very low-income seniors – the first of the Flats Community to be designated to serve seniors only!  This funding will not only support construction but provide resources for ongoing operating support and supportive services to ensure housing affordability and quality of life for seniors as they age in place.  

These five phases total 326 affordable apartments, and a $100 million investment to a historic and diverse neighborhood – 75% to goal!


Preserving Affordability in Smyrna & Dover

East Lake Apartments in Dover and Smyrna Gardens Apartments in Smyrna will receive significant renovations in 2022, totaling $15 million through the 4% low-income housing tax credit program. Built in the mid-1990s, these two communities serve 118 families and seniors.  Renovations include a range of apartment upgrades, energy efficiencies, improvements in basic systems, which will extend the life of these communities.  It also ensures housing affordability for another 60 years. Renovations will begin late this winter.

Quaker Arts – Wilmington – Now Leasing!

HDC is excited to help advance the construction, completion and lease up for Quaker Arts Apartments, 53 affordable apartments in West Center City. This community will serve lower-income families and have a preference to house local artists with dedicated artist studio workspace.  We are now accepting applications for 1-, 2-, and 3-bedroom apartments, and you do not need to be an artist to qualify.  Click here to find out more on how to apply.
